The administration of Hon. David Olusegun Odunmbaku, Executive Chairman of Ojodu Local Council Development Area, has transformed the lives of Persons with Disabilities through consistent financial support and inclusive programmes, according to Adebayo Afolabi I., speaking on behalf of the PWDs Community (JONAPWD), Ojodu LCDA Chapter.
“In Ojodu LCDA, we have seen what true inclusive leadership looks like under Hon. David Olusegun Odunmbaku. His administration has made PWDs feel seen, valued, and carried along in governance,” Afolabi stated in a report released in September 2026.
He described the Chairman’s leadership style as people-centred and dignity-driven. “He does not treat PWDs as people to pity. He treats us as citizens with rights and roles to play in the community. His government is open to us. He listens to us. He started programs for PWDs without us having to beg or protest. From Ward A to Ward F, his leadership has given us confidence and a sense of belonging. For us, this is leadership with a human face.”
The centrepiece of the support is a monthly stipend of ₦20,000 paid to 57 registered PWDs. This totals ₦1.14 million every month and ₦13.68 million annually. “This money helps us pay for food, drugs, transport, and other basic needs,” Afolabi noted.
Additional interventions include festival bonuses of not less than ₦30,000 per PWD during Easter, Eid, Christmas and Ileya; inclusion in the LCDA health insurance scheme; full sponsorship of WAEC, NECO, GCE and JAMB examinations for PWDs and their children; and skills training, grants and starter packs for economic empowerment.
“When you add everything together, the Odunmbaku administration is spending tens of millions of naira every year on PWDs. This kind of commitment is rare and we are grateful,” he said.
Afolabi declared that Ojodu LCDA now leads other local governments and LCDAs in Lagos State on disability welfare. “We say it clearly: Ojodu LCDA is number one when it comes to PWD welfare at the local government level in Lagos State. Why? Because the support is consistent, it covers health, education and money, and because the Chairman is accessible to us. Because of him, PWDs in Ojodu now believe in government again. Parents have hope. Youths have a future.”
While celebrating the gains, the community has called for structural measures to make inclusion permanent. These include the appointment of Special Advisers on Disability Affairs to coordinate programmes and act as a direct link to the Chairman’s office, and the establishment of a Disability Office in the LCDA secretariat alongside a local disability policy.
“These two things will move us from just receiving welfare to being part of decision making. We believe the Chairman will fulfill these promises,” Afolabi said.
On the 2027 general elections, he affirmed that PWDs are prepared to play an active role. “We will educate our members across the six wards on voting and their rights, communicate correct information to PWDs, and mobilise all PWDs with PVCs and their family members to come out and vote.”
