JFC Joins TWG To Implement Policy to Counter Online GBV

Journalists for Christ International Outreach (JFC) has joined 34 other organisations that were inaugurated into the Technical Working Group (TWG) to drive the implementation of the newly launched Lagos State Policy Framework on Technology-Facilitated Sexual and Gender Based Violence (TFSGBV).

The inauguration of the TWG members, constituted by the Lagos State Domestic and Sexual Violence Agency (DSVA), held alongside the launch of the state’s policy framework for addressing TF-SGBV. The launch coincides with the end of the 16 Days of Activism, with the theme ‘Unite to End Digital Violence Against Women and Girls’.

Speaking at the event, the First Lady of Lagos State, Dr Ibijoke Sanwo-Olu, described the policy framework as a bold and timely move by the state government to safeguard human dignity across both physical and digital spaces, ensuring that no one is left vulnerable to online predators or digital violators.

She noted that the framework would serve as a blueprint for building a Lagos where online spaces are safe, digital tools are used responsibly, and perpetrators—whether operating behind screens or on the streets—are held accountable.

She called on members of the Technical Working Group to approach implementation with passion, urgency and steadfast commitment.

Delivering the welcome address, the Executive Secretary of DSVA, Titilola Vivour-Adeniyi, described the unveiling as a landmark step in confronting emerging digital threats. She said the policy strengthened Lagos’s capacity to detect, analyse and respond to new patterns of online abuse that increasingly mirror offline violations.

According to her, the policy establishes unified procedures for preventing, reporting, investigating and responding to technology-facilitated sexual and gender-based violence.

Ms Vivour-Adeniyi added that the framework would deepen public awareness of digital rights, reporting channels, safety practices and available support services across the state.

In her remark about the policy, Blessing Oladunjoye, JFC’s representative on the TWG, commended the Lagos State government for setting the pace by creating a policy to address the emerging threats of TFGBV.

She explained that “this is a robust policy that has captured different stakeholder groups; teenagers, women with disabilities, students, etc. It has captured all the mechanisms to seek redress for anyone who might have experienced violence online. Beyond that, it’s a proactive tool.”

Oladunjoye made a reference to an initial report published by JFC on ending misogyny and tech-facilitated GBV in Nigeria, and added that the new policy is a welcome development and JFC will contribute actively to ensure full implementation.
